EV archive - IgnoreEVDates not work

Hi,

We have restored all archive to the user mailbox and shortcut is removed in accident. Now we need to archive his old email again but it not work.

After some research, we need to add a registry key "IgnoreEVDates" and set to "3" to ignore the restore date so EV policy can archive the restored email again. However, his email didn't archive after we add this registry and restart the services

How can we archive these restored email again?
