EV 10 - Journaling on second server not working

I have had EV 10 in place with my Exchange 2007 server for quite some time and everything is working fine.  I am migrating to Exchange 2010 so I looked through your articles and followed them to set up a new EV mailbox on the new Exchange 2010 server and ran the 2 scripts in the doc and then moved a mailbox over to the Exchange 2010 server.  Everything seems to be working fine except for journaling on the new system mailbox.  It is receiving the email but it just sits in the Inbox instead of being processed.

Could someone help me resolve this?
