EV not allowing retrieval of archived items after primary centera node is powered down

I have a customer who is using EV 9.0.3 and he recently had to turn off the primary nodes of Centera Device. According to documentation, enterprise vault should have moved to read only and retreival operations to continue as normal. This was not the case and following the power down user were completely unable to retrieve emails from the vault. Customer is getting the following error when trying to retrieve archived items after the Primary nodes were powered down:
