Unable to open items in shared mailboxes in an environment where more than one vault site is in use.

We've had this issue in our environment, and the fix referenced in the article (correcting the Web Application URL in the Desktop policy) tested fine.
However, the users that need to retrieve the items are not enrolled in EV, even though they have the EV add-in installed. Given the provisioning task needs to run to update the Desktop policy, I am unsure how these users will get the changed Desktop policy.
The error the end users sees when trying to open the item is "the web server is available, but is not correctly configured for Enterprise Vault"
I had the same error and it was resolved by correcting the Desktop policy, but I am enrolled in archiving and these users are not.
