Event id: 41008 Savesets that have not yet been backed up or replicated for Vault Store

I've seen Article:TECH190067

We have three Vault Stores and three partitions in each store. Two of the three partitions are closed in each store. I have set the backup on all Store partitions to "Check for Trigger File". For some reason, EV complains about the 2nd store. 

When I first did this, the amount of savesets reduced. But EV still complains about the 2nd store. I also see a lot of "Unsecured Items Found In Last Scan" under the backup tab for all three stores in each partition. 

Anyone have any ideas?
