EV 10 SP4 CH3 stability issues

Fresh install of EV 10 SP4. (2008 R2 SP1 OS)

after upgrading to CH3 the following issue apepars on reboot:

"The Enterprise Vault Admin Service service hung on starting"

Log as follows:

Response: Not available
