SetEVThrottlingPolicy.ps1 on Exchange 2007 SP3

Hello, I want to learn something about SetEVThrottlingPolicy.ps1. I'm not sure about this subject.

Is it really neccessary to run SetEVThrottlingPolicy.ps1 policy on Exchange 2007 SP3 ? Or only valid for Exchange 2010 and 2013 ??? Because this policy is not working on my Exchange 2007 Server. I know that this policy only is available for Exchange 2010 and 2013 but i am not sure. So i want to ask you.
