user not showing up in list of Vaults

Hello.  thanks for the time and effort.  I was working on another issue when I noticed that a couple of users are not showing up in the list of vault stores when i do a Search on the Enterprise Vault server.  there is a policy applied to the user and they do have archived mail based on that policy.  is there something I am missing?
